The Council's inability to demonstrate a five-year housing land supply, combined with the Government's objective of significantly boosting housing supply, meant that the adverse effect of inadequate amenity space did not significantly and demonstrably outweigh the clear benefits of the development when assessed against the Framework as a whole.
The significant benefits of contributing two dwellings to housing supply in an area with acknowledged lack of future provision, together with moderate social and economic benefits, outweighed the adverse effect relating solely to inadequate outdoor amenity space.
