The substantial housing, economic and environmental benefits (including embodied carbon savings) outweighed the limited and technical conflicts with children's play space and housing mix policies.

The small technical conflicts with LP Policy S4/HLP Policy GB9 (play space shortfall) and housing mix policies were outweighed by substantial housing, employment, economic and environmental benefits, so the proposal was found to accord with the development plan as a whole, and even if it did not, the balance of material considerations favoured granting permission.
