What decided it
The combination of the site being previously developed, in close proximity to the settlement boundary, capable of being accessed by sustainable transport modes, and the proposal representing a visual improvement over the existing equestrian use, together with the Council's inability to demonstrate a five-year housing land supply, meant the benefits of allowing the appeal outweighed any adverse impacts.
The benefits of housing delivery (including self-build provision), reuse of previously developed land, visual improvement of the site, and sustainable location outweighed the limited harm from a single dwelling outside the settlement boundary, in the context of the tilted balance arising from the Council's inability to demonstrate a five-year housing land supply.
