What decided it

The substantial weight given to the public benefits of telecommunications infrastructure was outweighed by the duty to preserve the character and appearance of the conservation areas and the setting of listed buildings, which would be harmed by the increased size and prominence of the proposed equipment in this sensitive heritage location.
