What decided it
The proposal would adversely affect the character and appearance of the area by creating an uncharacteristic concentration of built form that would unacceptably diminish the gap between dwellings and undermine the sense of spaciousness, contrary to the development plan policies requiring respect for building line, form, scale and proportions of existing dwellings.
The social and economic benefits of providing a family-sized dwelling and maintaining local services were outweighed by the significant harm to character and appearance; the conflict with the most important development plan policies was given very significant weight, and the adverse effects significantly and demonstrably outweighed the benefits.
