What decided it
The inability to demonstrate nutrient neutrality meant the Inspector, as competent authority, could not rule out an adverse effect on the integrity of the protected European sites under the Habitats Regulations, so permission had to be refused.
The demonstrated essential need for staff accommodation and the neutral/mitigable effect on protected species did not outweigh the unresolved harm to the integrity of the protected European sites from the lack of nutrient neutrality, so the proposal conflicted with the development plan as a whole and was dismissed.
