What decided it

The failure to secure certainty that the proposed development would not have an adverse effect on the integrity of the Chilterns Beechwoods SAC, combined with the adverse effect on character and appearance, meant the proposal conflicted with the development plan and no material considerations outweighed this conflict.

The moderate weight given to housing delivery and limited economic benefits did not outweigh the adverse effect on the character and appearance of the area and the unmitigated risk to the integrity of the SAC.
