What decided it

The minor adverse impacts from conflict with settlement strategy policies were outweighed by the contribution to housing supply, the site's convenient access to basic services, good integration with existing character, and biodiversity enhancements, with the presumption in favour of sustainable development applied due to the housing land supply shortfall.
