What decided it

The unacceptable living conditions for both existing and future occupiers, comprising harmful loss of privacy to neighbours and insufficient daylight to future residents, significantly and demonstrably outweighed the modest housing supply benefit when assessed against the Framework as a whole.

The modest benefit of six additional dwellings contributing to housing supply in an area with a 3.1-year supply was significantly and demonstrably outweighed by the significant harm to living conditions of existing and future occupiers, resulting in the proposal failing to benefit from the presumption in favour of sustainable development.
