The harm to living conditions of both neighbouring occupiers (loss of privacy) and future occupiers (inadequate outdoor amenity space for the two-bedroom flat) significantly and demonstrably outweighed the limited housing benefits, even in the context of a significant shortfall in five-year housing land supply.
