What decided it

The less-than-substantial harm to the significance of the West Cliff and Poole Hill Conservation Area, to which great weight must be given, is not outweighed by the public benefits of the proposal, particularly given the exception in paragraph 11(d) of the Framework for designated heritage assets.

The benefits of housing supply and sustainable location were outweighed by the less-than-substantial harm to the conservation area (to which great weight must be given), the harm to neighbouring living conditions, inadequate external amenity space for future occupiers, and insufficient cycle parking provision.
