The moderate adverse effect on character and appearance was outweighed by the significant benefits of delivering 361 equivalent new homes on previously developed brownfield land in an area with only 1.83 years of housing land supply, such that the adverse effects did not significantly and demonstrably outweigh the benefits under NPPF paragraph 11(d).
