What decided it

The good visibility along the road, low boundary walls, 20mph speed limit, and the site's location on the outside of a gentle bend mean that vehicles entering or exiting would have good awareness of other traffic and pedestrians, resulting in no unacceptable impact on highway or pedestrian safety.
