What decided it

The significant harm to the character and appearance of the local area, caused by the incongruous siting and visual awkwardness of a detached dwelling that fails to relate to the surrounding development pattern, outweighs the benefits of housing delivery in the absence of a five-year supply.

The modest social benefit from provision of a new dwelling and economic advantages from construction and occupation were outweighed by the significant harm to character and appearance; the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
