What decided it

The unacceptable risk of harm to Ancient Woodland habitat, which is an irreplaceable asset protected by paragraph 186 of the Framework, provides a clear reason for refusing the development and displaces the presumption in favour of sustainable development.

The presumption in favour of sustainable development under paragraph 11 of the Framework does not apply because paragraph 186 protects irreplaceable habitats; the unacceptable risk of harm to Ancient Woodland and significant harm to the living conditions of future occupants outweigh any beneficial aspects of the scheme.
