The presumption in favour of sustainable development under paragraph 11 of the Framework does not apply because paragraph 186 protects irreplaceable habitats; the unacceptable risk of harm to Ancient Woodland and significant harm to the living conditions of future occupants outweigh any beneficial aspects of the scheme.
