What decided it
The site is at high risk of surface water flooding and the appellant failed to satisfy the sequential test by demonstrating that alternative sites at lower risk were not available, and failed to provide adequate evidence of suitable surface water drainage provision.
Although the Council cannot demonstrate a five-year housing land supply, the Framework policies protecting areas at risk of flooding provide a clear reason for refusing the development under paragraph 11d), and the presumption in favour of sustainable development does not apply.
