What decided it

The significant shortfall in self-build housing permissions (potentially 112 plots) rendered the Council's self-build policies out of date, engaging the tilted balance under NPPF paragraph 11(d), and the benefits of delivering 2-4 self-build homes outweighed the conflict with the spatial strategy.

The adverse impacts of granting permission, comprising conflict with the Council's spatial strategy, did not significantly and demonstrably outweigh the benefits of providing 2-4 self-build homes in the context of a substantial shortfall in such permissions and moderate economic benefits, with the presumption in favour of sustainable development therefore applying.
