Substantial weight to re-use of previously developed land and significant weight to economic benefits, together with moderate weight to sustainability/biodiversity benefits, were outweighed by the significant harm to character and appearance from Unit 100, meaning the proposal did not represent sustainable development and the appeal was dismissed.
