The harmful impact of the proposed Unit 100 building on the character and appearance of the surrounding townscape, in conflict with LP Policy EE1, was not outweighed by the scheme's benefits.

Substantial weight to re-use of previously developed land and significant weight to economic benefits, together with moderate weight to sustainability/biodiversity benefits, were outweighed by the significant harm to character and appearance from Unit 100, meaning the proposal did not represent sustainable development and the appeal was dismissed.
