What decided it
The Council's failure to demonstrate a 5-year housing land supply triggered the presumption in favour of sustainable development under NPPF paragraph 11d)ii, and the benefits of providing self-build housing outweighed the harm from increased reliance on private vehicles for a scheme of only 4 dwellings in a location with some accessible facilities.
The harm from the likely increase in travel by private car attracted more than moderate weight, but the proposed housing and associated benefits were given significant importance and more than moderate weight, and when assessed against the Framework policies, the adverse impacts did not significantly and demonstrably outweigh the benefits.
