What decided it

The proposed double-glazed windows with modern glazing bars and sash horns would fail to preserve the special architectural and historic interest of the Grade II listed building and would be discordant and inauthentic features that would detract from the building and disrupt the harmonious historic façade of the terrace, and the limited public benefits would not outweigh this considerable heritage harm.
