What decided it
The lack of demonstrable, sufficiently funded highway mitigation for the A47/Higham Lane and A47/Eastboro Way junctions meant severe residual cumulative highway impacts, which the Inspector found were not outweighed by the scheme's housing and other benefits.
The very significant benefits of housing and affordable housing delivery, together with moderate economic and open space/BNG benefits, were significantly and demonstrably outweighed by the very substantial harm from severe highway impacts, resulting in conflict with the development plan as a whole.
