What decided it
The fallback position (the extant 2019 permission plus realistic permitted development extensions) was found to cause more harm to Green Belt openness than the as-built dwelling, clearly outweighing the identified Green Belt harm.
The substantial weight attributed to Green Belt harm by reason of inappropriateness and loss of openness was clearly outweighed by the significant weight given to the fallback position, so very special circumstances were found to exist.
