What decided it

Although the Council acted somewhat unreasonably in not clearly articulating its consideration of hardstanding in the reason for refusal, this unreasonable behaviour did not result in unnecessary or wasted expense because the Council's primary reason for refusal (disproportionate scale) was reasonable and would have necessitated an appeal regardless.
