Main issues, as the Inspector framed them

  • Whether the proposed development would preserve or enhance the character or appearance of the Kempsey Conservation Area, and whether it would preserve the setting of Colne House, a Grade II listed building, and that of the Anchor Inn, a non-designated heritage asset

What decided it

The less than substantial harm to the character and appearance of the Kempsey Conservation Area and to the settings of the listed building and non-designated heritage asset, which is not outweighed by the limited public benefits of the proposal, and the protection afforded to designated heritage assets under NPPF paragraph 11d(i) and footnote 7 which prevents the tilted balance from being invoked.

The limited public benefits of a small net increase in housing numbers and a financial contribution to off-site affordable housing do not outweigh the less than substantial harm to the Conservation Area and the settings of the listed building and non-designated heritage asset
