The benefits of a stable community, permanent surveillance, off-season economic benefits and housing choice were outweighed by the conflicts with the development plan regarding location outside Development Limits, living conditions, ecology, infrastructure contributions and loss of tourism, particularly given the Council's demonstrated five-year housing land supply.
