The appellant's unreasonable delay in submitting Build for Sale viability figures until appeal stage, when the Council had indicated on three occasions during the application that the scheme did not provide maximum reasonable affordable housing and the PPG advised that both tenure types should be assessed, caused the Council unnecessary expense in instructing a review of the updated assessment.
