What decided it
The substantial need for extra care housing, combined with the absence of significant harm to character, appearance, heritage assets or living conditions, outweighed the limited harms identified under the tilted balance in paragraph 11(d) of the Framework.
The limited adverse impacts (potential demand on primary care services and limited conflict with Policy SS14) were outweighed by the benefits of the scheme, particularly the substantial need for extra care housing and social and economic benefits, tipping the balance in favour of allowing the appeal.
