Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area
- whether the proposal provides suitable living conditions for prospective occupiers, with specific regard to the floor area and floor-to-ceiling heights of Flat 3
- the effect of the proposal on the living conditions of the occupiers of neighbouring properties, with specific regard to outlook and light in relation to Nos 172 and 176 Elsinge Road
- the effect of the proposal on housing mix
What decided it
The adverse impacts of harm to character and appearance, living conditions of prospective occupiers, and living conditions of neighbouring occupiers significantly and demonstrably outweighed the limited benefits of a net increase of two dwellings when assessed against the Framework as a whole.
The benefits of housing delivery and efficient use of the site were outweighed by the significant harms to character and appearance, living conditions of prospective occupiers (inadequate floor area and ceiling heights in Flat 3), and living conditions of neighbouring occupiers (harm to outlook from No 172), with the limited contribution of two units to housing supply carrying only limited weight.
