Main issues, as the Inspector framed them

The main issues for all the appeals are the effect of the proposals upon the significance of the grade 1 listed building known as Gloucester Lodge (Number 12) Gloucester House (Number 14) and attached boundary wall, and whether they would preserve or enhance the character or appearance of the Regent's Park Conservation Area.

What decided it

Whether each intervention caused harm to the significance of the listed building: none was found for the glazed link, whereas the relocation of historic fabric (door and staircase) caused less than substantial harm not outweighed by any public benefit.

For Appeals C and D, the less than substantial harm to the listed building's significance, of considerable importance and weight, was not outweighed by the proposal's benefits, which were found to be private rather than public; for Appeals A and B no harm was identified so no balancing exercise was required to determine the outcome.
