What decided it
The height of the boundary wall should be measured from the highest ground level immediately adjacent to the wall (the Appellant's garden level), and when so measured, the wall does not exceed 2 metres and therefore constitutes permitted development under Class A of Part 2 of Schedule 2 of the GPDO.
