The modest social, economic and environmental benefits of delivering 5 dwellings (including one affordable unit) and contributing to housing land supply were afforded moderate weight, but were not sufficiently forceful to outweigh the less than substantial harm to heritage assets and the failure to provide appropriate housing mix, when great weight must be given to heritage conservation; the balance tipped decisively against the proposal.
