The combined 'very significant' harm from unacceptable erosion of rural character, unsustainable reliance on the private car, and conflict with the development plan outweighed the significant benefits of providing housing for older and disabled people.

The significant benefit of housing for older and disabled people, together with moderate social/economic benefits and modest biodiversity net gain, did not outweigh the very significant harm to character and appearance, accessibility and development plan conflict.
