The less than substantial harm to the significance of the designated heritage assets (the Margate Conservation Area and Grade II Listed Building No.64 Grosvenor Place) was not justified by the public benefits of the proposal, and the unacceptable harm to neighbouring living conditions provided an independent reason for dismissal.
The considerable benefits of delivering eight residential units in an area of housing undersupply and reusing previously developed land were outweighed by the importance and weight attributed to the erosion of the setting and significance of the heritage assets and the unacceptable harm to neighbouring living conditions.
