What decided it

The proposed dwelling would appear as a crammed and incongruous addition to the street scene due to its narrow width and disproportionately large windows, causing adverse effects on character and appearance that would significantly and demonstrably outweigh the limited benefits of delivering a single dwelling.

The benefits of delivering an additional dwelling within an urban area with good access to services and associated economic benefits were given limited weight, but were significantly and demonstrably outweighed by the significant harm to character and appearance, which the Framework requires development to enhance.
