What decided it

The significant and long-lasting environmental harm caused by developing outside the settlement boundary and urbanising countryside, combined with harm to character and appearance, significantly and demonstrably outweighs the benefits of housing delivery and affordable housing provision.

The economic and social benefits of housing delivery and affordable housing, together with limited environmental benefits from biodiversity improvements, were outweighed by the significant and long-lasting environmental harm of urbanising countryside and harm to character and appearance, which conflict with development plan policies.
