The significant harm to character and appearance caused by the oversized, visually awkward crown roof addition with steep angles that would unbalance the semi-detached pair and detract from the architectural integrity of the buildings outweighed the modest housing benefits in the planning balance under paragraph 11(d) of the Framework.

The adverse impacts of the proposal in causing significant harm to character and appearance would significantly and demonstrably outweigh the modest benefits of housing delivery and sustainable location when assessed against the policies in the Framework taken as a whole, and the presumption in favour of sustainable development did not apply.
