The substantial and significant harm to the Green Belt's openness and purpose, and significant harm to the Chilterns National Landscape, clearly outweighed the limited benefits of a single dwellinghouse towards housing supply, modest ecology and biodiversity gains, and the moderate weight of the appellant's personal circumstances, such that very special circumstances do not exist.
