What decided it

The proposal would not constitute permitted development under Schedule 2, Part 1, Class AA of the GPDO because the addition of a storey would harmfully affect the external appearance of the dwellinghouse by unbalancing the semi-detached unit and appearing incongruously taller than its attached neighbour.
