The Council's failure to demonstrate a five-year housing land supply, combined with the modest scale of the proposal (2 dwellings), meant that the presumption in favour of sustainable development applied and the adverse impacts of the proposal did not significantly and demonstrably outweigh the benefits.

The harm from conflict with the development strategy and likely increase in private car travel, which attracted more than moderate weight, was outweighed by the significant importance given to housing delivery in light of the Council's housing land supply shortfall, to which moderate weight was afforded given the modest scale of the proposal.
