What decided it

The property does not qualify as a 'larger home' under Policy DM17A(a) because its gross original internal floor space is approximately 93m², not exceeding the 120m² threshold, and the loss of this small to medium sized family house combined with the over-concentration of HMOs in the area causes unacceptable harm to residential character and amenity.
