The unacceptable harm to the character and appearance of the area caused by the urbanisation of an open, spacious field that provides an important setting to the village, combined with the site's location outside the settlement boundary in conflict with Policy SWDP 2, significantly and demonstrably outweighs the moderate benefits of housing delivery and self-build provision.
The moderate benefits of housing delivery, self-build provision, and economic benefits were significantly and demonstrably outweighed by the very significant weight afforded to the conflict with the development plan (moderate weight on settlement strategy breach and significant weight on character and appearance harm), resulting in dismissal despite the Council's inability to demonstrate adequate housing land supply.
