For each appeal the benefits (housing, affordable housing, economic benefits - significant weight; environmental and off-site highway benefits - moderate weight; other compliance measures - limited weight) outweighed the limited weight low level of landscape harm, and accordance with the development plan and material considerations indicated permission should be granted.
