What decided it

The low traffic speeds in Tudor Close, the 10 mph speed restrictions and road markings, the angled orientation of the driveways relative to the wall, and the maintained acceptable vehicular and pedestrian sightlines meant the wall did not have an unacceptable impact on highway safety.
