What decided it
The very substantial economic, social and environmental public benefits of the scheme, together with effective mitigation of habitat and heritage harm, outweighed the identified less than substantial heritage harm and the moderate harm from car park overprovision.
The less than substantial harm to heritage assets and the moderate harm from hospital car parking overprovision were outweighed by the very substantial economic benefits and significant social and environmental benefits of the scheme, tipping the balance in favour of allowing the appeal.
