What decided it

The proposal constitutes inappropriate development in the Green Belt causing substantial harm to openness, and combined with harm to highway safety, the very special circumstances necessary to justify the development do not exist.

The substantial weight given to Green Belt harm and harm to openness, combined with harm to highway safety, was not clearly outweighed by the moderate weight attributed to housing delivery benefits and economic benefits, such that very special circumstances do not exist.
