What decided it

The finding that reversing the unauthorised render and red dye would risk causing greater harm to the historic brickwork than the less-than-substantial harm caused by leaving them in place.

The less than substantial harm caused by the render and red dye at No 39 was outweighed by the public benefit of avoiding the risk of further damage from attempting to reverse the works
