Main issues, as the Inspector framed them
- The effect of the proposal on the living conditions of the occupiers of 69 and 77 High Street, with particular regard to outlook, sunlight and privacy
What decided it
The unacceptable loss of privacy to residents of Nos 69 and 77 from the elevated roof terrace, combined with the overbearing effect on outlook from No 77, significantly and demonstrably outweighs the modest housing supply benefit in the planning balance.
The modest housing benefit of two dwellings and limited economic benefits were significantly and demonstrably outweighed by the significant harm to the living conditions of neighbouring occupiers, particularly loss of privacy and outlook, when assessed against the policies in the Framework taken as a whole.
