What decided it
The harm to the setting of the designated heritage asset (Colet's Well) and the non-designated heritage asset (The Woodman Public House) provides a clear reason for refusal under Framework paragraph 11(d) footnote 7, which outweighs the limited public benefits of delivering a single additional dwelling.
The limited public benefits of providing a 4-bedroom dwelling on brownfield land with effective use of airspace were outweighed by the harm to the setting of designated and non-designated heritage assets, as the Framework requires great weight to be given to the conservation of designated heritage assets and clear and convincing justification for any harm to their significance.
