The significant public benefits of up to 9 dwellings (including 20% affordable housing) and economic benefits were outweighed by the harm to the rural character and appearance of the site and the less than substantial harm to the setting and significance of the Grade I listed Tithe Barn, which attracted great weight as a designated heritage asset of exceptional importance
