The Council's photographic evidence and enforcement investigation records clearly demonstrated the land was in a mixed use for residential purposes, dog keeping at scale (approximately 60 dogs), and storage, which the appellants failed to credibly rebut with alternative evidence of their residential occupation elsewhere.
